In a large mixing bowl, combine the meat, oil, garlic, parsley, pepper, salt, and egg. Using your hands, mix the meat mixture just until it is all combined.
Roll the meat into golfball size pieces.
Heat a large pan with a tablespoon of oil and add the meatballs. Brown all the sides of the meatballs.
Cut the cream cheese into chunks and then add the cream cheese, heavy cream, beef stock, garlic powder, salt, and pepper to the pan. Stir until the sauce is smooth.
Serve over zoodles or with a salad.
